5 most wanted Batman villains in the CW Arrowverse vol 2
When the Batwoman tv show started I saw it as a prime time for the Batman villains from the comics to finally get a real resurgence in the Arrowverse. We had a few great interpretations from Arrow such as Ra's Al Ghul, Deadshot, and Firefly, and while Batwoman has mostly stuck to her own villains (as she is expected to) we have seen a few Batman rogues throughout the bat themed show. Joker's Daughter, Black Mask, and Cluemaster are just a few so far and this third season of the show is coming out swinging when it comes to the Bat villains! While it isn't technically the legacy versions of the characters, we're still getting them in a capacity which includes Mad Hatter who plagued the first episode of the season, with a new Killer Croc surfacing in episode 2, and another version of Mr. Freeze slated to appear as well. Poison Ivy has also been cast to make her Arrowverse debut this season; however, this will be the true Poison Ivy as opposed to the alternate versions many of the other villains this season have been. Already that is four out of five of the slots on my previous version of this list rounded out, and with it already being so early in the season I'm excited to see who else may be coming down the line! Trying to get ahead of any new announcements, here are my top 5 most wanted Batman villains in the CW Arrowverse!

With how readily this characters appears in the live action DCEU I'm not sure if that would mean Warner Bros would allow another live action Harley Quinn on the small screen, but if they did I think it would be really interesting to see her especially given the fact that supposedly in this universe Batman killed Joker! Seeing a grieving Harley wanting revenge on any Bat-themed do-gooders could be really compelling, if the show ever wants to pursue it.
The Arrowverse hasn't been shy from name dropping villains from the Batman mythos, and Bane's venom is readily used in season 2 as Snakebite to create the catalyst for the comic book villain Menace's jump to live action. Seeing Bane himself could be a great way to follow up on this set up, as he could come looking to reclaim what was originally his formula.
This is a character who could be done really creatively on the show. Someone who morphs into other people is already perfect basis for any sort of mystery, and the budget saver that ability presents for Clayface means that the CW wouldn't necessarily break the bank to adapt this character. Flash has proved that you can have big CGI beings every so often and still have budget left over, so saving Clayface's full on monster appearance for rare occasions while mostly relying on his shapeshifting powers seems like a formula for success.
This is a character who hasn't really seen a lot of lime light when it comes to projects, and getting an appearance in the Arrowverse could be a good first step for him to become more prominent in general media. Whether they want to go a Wolfman type route where he transforms back in forth, or devotes themselves to a fully monstrous Man Bat works. I just want to see the tragic story of this character play out in a new format.
For a while I thought there were heavy rumors of this character appearing in season 2 which would have been a great fit as he actually played a large role in the Batwoman Rebirth era comics dealing with Safiyah and the Many Arms of Death! In the end the season came and went without a Scarecrow in sight, though his fear toxin has made an appearance in the Arrowverse so far confirming his present existence. Scarecrow has always been one of my personal favorite villains of Batman, and seeing his fear toxin put to use is a great way to explore a character's greatest fears and traumas for a story.
